Do humans get the 3rd at will for all Techan classes?

I know it's probably yes, but im just wondering.

Only if playing traditional 4E humans. If playing the newer human gleaned from Essentials, they don't

Would you recommend not using the original human for the evolution classes? Or would you see no reason not to?
